Business visas, commercial visit visas, temporary work visas and the new e-Visit Visa — what each one actually permits, who has to sponsor it, and the moment you must convert to a full work visa.

Direct answer. Saudi Arabia separates 'visiting' from 'working'. Business and visit visas — single-entry or multi-entry, 30 to 90 days — let you meet clients, attend exhibitions, sign contracts and explore the market. Temporary work visas (up to 12 months) let a defined project team execute work without an Iqama. The line is not who pays you; it is what you do. The moment you start delivering paid work to a Saudi entity, the visa class must change. Use the wrong one and you risk MISA penalties, deportation and a multi-year ban for the individual and the inviting company.

01 · The categories

Five visa classes, one decision tree.

How to pick the right Saudi short-stay visa in under thirty seconds.

1. Tourist e-Visa. Online, instant, 90 days, multiple-entry, ~365-day validity. Open to ~50 nationalities. Permits tourism and Umrah; commonly used for exploratory business meetings, although technically not a 'business' visa. Cheapest and fastest.

2. Commercial Business Visa. The traditional route. Single or multi-entry, sponsored by a Saudi inviting company, issued by the embassy in the country of citizenship. 30, 90, 365-day or 5-year variants. Permits meetings, negotiations, contract signing, exhibitions.

3. Commercial Visit e-Visa. Online variant of the business visa, launched in 2024. Faster issuance, MISA-managed, requires a registered Saudi inviter. Increasingly the default for repeat visitors.

4. Temporary Work Visa. Up to 12 months, single project, single sponsor. The right tool for a deployment team that needs to execute work — not just meet about it. No Iqama; the visa itself is the residency document for the project window.

02 · The line

What you can and cannot do.

The single test that decides whether a business visa is enough — or whether you must convert.

Every Saudi short-stay visa is bounded by activity, not by who pays. The test is simple: are you negotiating, exploring or signing — or are you delivering, billing or operating?

Permitted on a business visa: client meetings, sales calls, board meetings, M&A diligence, conferences, exhibitions, contract signature, supplier audits, market research, factory visits, RFP attendance.

Not permitted on a business visa: billable consulting hours delivered in-Kingdom, paid training delivered to a Saudi client, on-site project execution, hands-on technical work, managing local employees day-to-day, holding a Saudi commercial role on a Commercial Registration.

The misconception is that 'paid by overseas headquarters' makes work permissible. It does not. The work is happening on Saudi soil; the visa class must reflect it.

03 · Sponsorship

Who can invite you in.

The sponsoring entity matters more than founders typically realise.

With the exception of tourist e-Visas, every Saudi short-stay visa needs a Saudi-side sponsor: a registered company, a government entity, an event organiser, or a MISA-licensed RHQ. The sponsor's standing — Nitaqat band, ZATCA compliance, MISA licence type — determines how quickly visas issue and how easily they renew.

For founders without a Saudi entity, three options exist: invite via a client (cumbersome and slow), invite via Tamra under our MISA licence (the standard route for early-stage entrants), or use the tourist e-Visa for exploratory trips. The third works until it doesn't — repeated entries on tourist visas trigger immigration scrutiny.

For sales teams covering Saudi without an entity, a multi-entry business visa under a Tamra invitation is the cleanest legal frame. It also positions you for an MISA licence application later — the visa history shows substantive commercial intent.

04 · Project teams

The temporary work visa, properly used.

When the right answer is not a business visa and not a work visa.

Temporary work visas are misunderstood and underused. They suit short-cycle implementation teams — software deployments, factory commissioning, training programmes, secondments to a Saudi client — that need to do work for between one and twelve months without standing up a full Iqama setup per person.

The mechanics: the inviting Saudi entity (your client or your EOR) pulls a temporary work visa from Qiwa under their Nitaqat band, MOFA enrolment and embassy stamping follow the same path as a standard work visa, GAMCA medical applies. The difference: no in-Kingdom Iqama, no dependant sponsorship, and a hard exit at the visa expiry.

For consultancies and engineering firms with rotating project teams in Saudi, this is the lowest-friction compliant path. Tamra runs temporary-work-visa programmes for clients deploying anywhere from 5 to 200 specialists at a time.

05 · The conversion

From visit to work, without the trap.

There is no in-Kingdom upgrade. Plan the exit before the in.

Saudi Arabia does not allow in-Kingdom conversion from a business or visit visa to a work visa. The full work-visa pipeline (block visa → MOFA → embassy → attestation → GAMCA → entry → Iqama — see Volume 08) must run in the country of citizenship. The candidate exits Saudi Arabia, the pipeline runs, the candidate re-enters on the work visa.

For founders who decide mid-trip to base themselves in Riyadh, this means a planned exit (often to Dubai or Bahrain for the document leg, then to country-of-citizenship for GAMCA) and a 4–8 week gap before re-entry on the work visa. Build it into the launch calendar.

Overstay is not the answer. Penalties compound daily, exit bans attach to the individual, and inviting companies are flagged on Qiwa. Tamra's mobility desk runs a calendar-overlay for every client visa we issue and warns 14, 7 and 3 days before expiry.

No. Business and visit visas are individual; they do not permit dependant sponsorship. For family, you need a work visa with Iqama (Volume 08) or Premium Residency.

What happens if I overstay?

Daily fines accrue, an exit ban may attach, and re-entry bans of 1–5 years are common. The inviting company is also flagged. Always exit before expiry.
