Direct answer. A Saudi work visa is not one document; it is an eight-stage pipeline that begins with your Nitaqat band and ends with an Iqama (residency permit). Each hire moves through: block visa allocation under Nitaqat, MOFA enrolment, embassy stamping, attestation, GAMCA medical, entry visa, in-Kingdom medical and biometrics, then Iqama issuance — typically 6–10 weeks end-to-end. Dependants follow a parallel track. Renewals are annual and gated by clean WPS payroll, valid medical insurance and contributing GOSI status. Get the sequence right and the system runs cleanly; get any step out of order and the employee sits offshore on full pay.

01 · The architecture

Eight stages, one pipeline.

Why Saudi work-visa operations succeed or fail at the sequencing layer.

A Saudi work visa is the visible end of an eight-stage pipeline: (1) Nitaqat band check(2) block visa allocation on Qiwa → (3) MOFA enrolment for the named candidate → (4) embassy stamping in the country of citizenship → (5) document attestation (degree, marriage, birth certificates) → (6) GAMCA medical(7) entry visa issuance(8) in-Kingdom Iqama (medical retest, biometrics, residency permit).

Most foreign HR teams treat this as a vendor-managed black box. The teams that move fastest treat it as a sequencing problem: every stage is gated by the previous one, and every delay compounds. A two-week slip on attestation pushes GAMCA, which pushes the entry visa, which pushes the Iqama — and the candidate sits onshore on full salary for an extra month.

02 · Block visas

Nitaqat is the visa-supply engine.

Your band on the day you pull the visa is the band you live with.

Block visas — the bulk allocation that lets you issue named work visas later — are pulled from MHRSD via Qiwa under your current Nitaqat band. Platinum and High Green companies pull freely. Mid Green, with caveats. Low Green, slowly. Yellow and Red, not at all.

The discipline is calendar discipline. MHRSD recalculates Nitaqat weekly based on Saudi-to-expat ratio, GOSI contributions and WPS performance. Pull your block visas when the band is strongest; do not wait until you need them. Block visas come in two flavours: standard work visa (long-term, leads to Iqama) and temporary work visa (up to one year, project-based, no Iqama). Pick wrong and you pay twice — see Volume 09 on temporary and business visas.

03 · Documentation

Attestation is where timelines die.

Degree, marriage, birth — the three certificates that gate every Saudi visa.

Every Saudi work visa requires the candidate's highest degree certificate to be attested by (a) the issuing university, (b) the country's Ministry of Foreign Affairs or apostille authority, (c) the Saudi Embassy in that country, and (d) MOFA Saudi Arabia on arrival. For dependants, add the marriage certificate (for spouses) and birth certificates (for children).

The single fastest way to lose six weeks is to start attestation after the offer letter is signed. Run it in parallel with employment-contract negotiation. For senior hires moving with family, expect attestation to take longer than the visa itself.

Apostille countries (Hague Convention) move in days. Non-apostille countries (UAE, Egypt, Pakistan, Philippines, India and many others) move in weeks. Build the difference into your offer date.

04 · Medical & entry

GAMCA, then the entry visa.

The medical step is country-specific. The entry visa is single-use and dated.

GAMCA medical. The Gulf Approved Medical Centres Association maintains the only panel of clinics whose medical certificates Saudi accepts. The candidate must take the medical in their country of citizenship, not their country of residence. An Egyptian engineer working in Dubai must fly to Cairo for GAMCA. Build it into the timeline.

Entry visa. Once MOFA enrols the candidate, the Saudi Embassy in the country of citizenship issues an entry visa stamped into the passport. It is single-use and typically valid for 60–90 days. If the candidate fails to enter Saudi Arabia within the window, the visa voids and the entire pipeline restarts.

Most failures here are coordination failures: the embassy stamps the visa, the candidate is on a project handover, and three weeks slip. Tamra's onboarding team holds the candidate's hand through the window — flights, hotel, arrival appointment.

05 · Iqama & the steady state

The 90-day window, then annual rhythm.

Iqama issuance, dependant Iqamas, renewals — and the three things that block them.

From the day the employee enters Saudi Arabia, you have 90 days to issue the Iqama — the residency permit that makes them legally resident, lets them open a bank account, sponsor dependants, get a Saudi driving licence and travel in and out of the Kingdom on multiple-exit re-entry permits.

The Iqama process is in-Kingdom: a re-test medical, biometrics at Jawazat, MOI registration, and the printed Iqama card. Most setups complete in 10–15 working days. Once issued, the Iqama is valid for one or two years and renews annually.

Renewal is conditional. Three things must be true on renewal day: (1) WPS payroll is clean for the prior 12 months, (2) CCHI medical insurance is active for employee and dependants, (3) GOSI is current. Miss any one and the renewal blocks — and the employee starts accruing daily fines.

Dependants. The employee can sponsor spouse and children once the Iqama is issued. Each dependant follows the document → embassy → entry → in-Kingdom Iqama loop. Salary thresholds apply: the Ministry of Interior expects the principal's salary to comfortably cover the family.

A Saudi work visa is not paperwork. It is a sequencing problem. The teams that move fastest do the second step before the first one finishes — and they never wait for a vendor to remind them.
